From June 9 to 13, a delegation led by Ma Fulin, Executive President of Shuangliang Group, together with Li Baoshan, Chairman of SL Gemini Energy Co., Ltd., Liu Zhigang, General Manager, and other core executives, traveled to Kyrgyzstan to conduct field research on photovoltaic power generation and urban heating projects. During the visit, the delegation paid official visits to the Ministry of Energy of Kyrgyzstan, the Osh Municipal Government and the Batken Regional Government, conducted on-site surveys of local energy infrastructure, and held in-depth investigations and exchanges regarding Kyrgyzstan’s foreign investment policies as well as investment conditions for photovoltaic and urban heating projects, actively paving the way for the company to expand its international energy supply business.

Centering on three core business segments — photovoltaic development, clean energy supply and energy-saving equipment, the team precisely aligned with local industrial support policies, land quotas, energy planning and other key factors, and verified item by item the investment requirements for photovoltaic power stations and clean heating projects as well as the market potential of energy-saving equipment.

During the inspection tour, the delegation held special forums with senior officials from the Investment Agency and Ministry of Energy of Kyrgyzstan. They systematically studied local investment promotion policies for new energy, market access rules, tax incentives and industrial supporting conditions. In-depth discussions were carried out on critical implementation factors for centralized and distributed photovoltaic projects, including construction standards, land approval procedures, grid connection specifications and electricity pricing mechanisms. The talks further clarified the development roadmap and policy boundaries for the company’s photovoltaic projects in Kyrgyzstan, unlocking crucial channels for the large-scale and compliant layout of subsequent projects.

Based on the communication with national-level authorities, the delegation traveled to Osh City and held a special forum with the mayor, deputy mayor and energy competent departments of Osh to advance negotiations on city-level energy cooperation.

It investigated equipment operation and maintenance, pipe network layout and energy consumption, sorted out bottlenecks and improvement potentials of traditional heating systems, and collected first-hand basic data for customized renovation schemes such as cascade waste heat utilization and clean heating replacement.

The two sides had thorough exchanges on key topics including municipal heating upgrading, waste heat utilization, project cooperation models and technical implementation challenges, reaching a wide range of consensus. Both parties agreed that the project delivery and operation capabilities of SL Gemini Energy Co., Ltd., combined with the policy and resource advantages of local governments, create broad cooperation prospects in clean heating, photovoltaic development and the deployment of energy-saving equipment. The final stop of the overseas trip was Batken Region, where the team conducted visits and business matching sessions. The delegation met with the Deputy Governor of Batken Region, Mayor of Batken City and relevant functional department heads to systematically learn about the regional overall energy layout, existing infrastructure and future new energy planning directions. The forum focused on market screening, resource inventory and overseas cooperation channel reserve, laying solid preliminary foundations for the enterprise to deeply participate in local energy infrastructure construction and deploy businesses across the whole region.
